RICHARD W. LUTTRELL, Surveyor of Sedgwick County, is a young man of exceptional talents and ability. He was born in Clinton County, Ohio, Nov. 4, 1859, and is a son of Robert G. and Mary (Morrison) Luttrell, natives of Frederick County, Va. His paternal grandparents were Richard and Polly Luttrell, also natives of Frederick County, Va., where his grandfather was engaged in farming until 1833, when he removed with his family to Ohio. They settled in Clinton County, which remained their home until death. The maternal grandparents of our subject were John W. and Mary (Wisecarver) Morrison, who were likewise natives of Frederick County, Va., and removed from there to Clinton County, Ohio, in an early day, and continued to reside there till death.
Robert G. Luttrell, the father of our subject, was reared to manhood on the old homestead in Ohio, and is now the owner of the farm, and extensively engaged in farming and stock-raising. To him and his wife were born seven children, six of whom are now living, namely: Elisha K., Richard W., George M., Eliza J., John H. and Sarepta A. Richard W., of whom we write, remained an inmate of the old homestead until Aug. 7, 1881, receiving in the meantime the foundation of his education in the district school. He subsequently left home to attend a Normal School at Ada, Harden Co., Ohio, known as the Ohio Normal University, where he was a student for three years. During that time he taught some in the winter of 1882-83 in Bellevue, Huron County. He was graduated from the civil engineer department of the Normal University, in 1884, having received a good equipment that has been of great value to him in his professional career. After graduation he spent some months at home engaged in surveying. Oct. 2, 1889, he left for the West, and after traveling in different parts of the country for a month, settled at Wichita on the 4th of November, 1884. He first obtained work under the County Surveyor, and the following spring was engaged to survey for a branch of the Ft. Scott Railway, from El Dorado to Ellsworth, and was thus engaged until the 7th of April. He then received the appointment as Deputy County Surveyor, which position he held until the 3d of November, when he was elected County Surveyor - a fit recognition of his capability and of his zealous and efficient discharge of his duties while an incumbent of the position he before held - his education and early training peculiarly fitting him for this office. He has no home here, but boards at the Clair Dining Hall.
Mr. Luttrell is strongly Republican in his political affiliations; religiously, he is a member of the Baptist Church. He has made a number of judicious real-estate investments since he became a resident of this city, and now owns a number of lots here. He is quite a financier, is regarded as one of the rising young men of Wichita, and is in every way worthy of the respect accorded to him.
