Ill-regulated Immigration Rules

The rapid increase in the number of criminals in various penal institutions is due to exactly the same source. The United States had become the land which, owing to it ill regulated immigration rules, is the asylum of not only the oppressed of all lands but of their beggars, paupers and criminals as well. How long this country will cheerfully submit to the bearing of this burden, which has already become exceedingly onerous, is for the next congress to decide.
