Ness County was originally created in 1867, but was expanded to the west and organized in 1873. It was named in honor of Noah V. Ness, a 7th Kansas Cavalry soldier during the Civil War.
Smallwood was the first county seat. Ness City became the permanent county seat in 1883, after a heated 3-year battle with Sidney and Clarina.
